Nevada authorized cannabis consumption lounges in 2021, but the rollout has been slow. Here's the current status, what's open, and what's coming.

Consumption Lounges Are Legal in Nevada

Cannabis consumption lounges became legal in Nevada through Assembly Bill 341, passed in June 2021 and signed by Governor Sisolak. AB 341 created a regulatory framework for licensed indoor venues where adults 21 and older can purchase and consume cannabis on-site — giving tourists and residents who lack access to private property a legal place to consume.

The law authorized two types of consumption lounge licenses:

How Many Licenses Are Planned?

The CCB planned for up to 65 total consumption lounge licenses:

  • 40–45 retail lounge licenses (attached to existing dispensaries)
  • 20 independent lounge licenses (standalone venues)

In a landmark social equity provision, at least 10 of the 20 independent licenses are reserved for social equity applicants, who receive a 75% reduction in application fees (paying $10,000 instead of the retail lounge's $100,000). In November 2022, the CCB selected 40 prospective licensees (20 retail and 20 independent).

DAZED! at Planet 13 — The Only State-Licensed Lounge

DAZED! at Planet 13 is currently the only state-licensed cannabis consumption lounge actively operating in Nevada.

NuWu Cannabis Marketplace SkyHigh Lounge — Tribal Land

The NuWu Cannabis Marketplace SkyHigh Lounge, owned by the Las Vegas Paiute Tribe, has been operating since 2019 on sovereign tribal land. Because it is located on tribal territory, it is regulated by the tribe, not the Nevada Cannabis Compliance Board. NuWu operates independently of the state licensing system.

NuWu Is Not CCB-Regulated

The NuWu SkyHigh Lounge operates on Las Vegas Paiute Tribe sovereign land under tribal regulation. It is not subject to the same rules as state-licensed lounges, though it does serve adults 21+.

Smoke and Mirrors — Opened and Closed

Smoke and Mirrors, located adjacent to Thrive Cannabis Marketplace at 2975 Sammy Davis Jr Dr in Las Vegas, was the first state-licensed consumption lounge to open, debuting on February 23, 2024. However, it ceased operations on April 4, 2025. Thrive cited that "the regulatory framework, associated compliance costs, and limitation on the types of products that can be offered simply doesn't support a sustainable business model."

The Slow Rollout

Despite strong tourist demand and 40 prospective licensees selected in November 2022, the consumption lounge rollout has been markedly slow. As of early 2026:

  • 1 state-licensed lounge is actively operating (DAZED! at Planet 13)
  • 1 lounge has already closed (Smoke and Mirrors, citing unsustainable regulatory costs)
  • 21 additional conditional licenses are pending — these licensees are working through facility construction, inspections, and compliance requirements
  • The CCB voted unanimously in March 2025 to extend the deadline to 2026 for social equity applicants to complete their applications

Consumption Lounge Rules

Nevada's consumption lounge regulations (NCCR Regulation 15) establish strict operating rules:

What's Required

  • Age 21+ with strict ID verification at the door
  • Indoor consumption only — no outdoor smoking areas
  • Robust ventilation systems — cannabis odor must not be detectable outside the premises
  • Products must be purchased within the lounge — you cannot bring in outside cannabis
  • Unfinished products cannot be taken home — what you buy stays in the lounge
  • 10 mg THC per serving for edibles served in the lounge

What's Prohibited

  • No alcohol may be served or consumed on the premises
  • No gambling of any kind on the premises

What's Permitted

  • Live entertainment is allowed inside consumption lounges
  • Multiple consumption methods (smoking, vaping, edibles) depending on the lounge's setup and ventilation

DAZED! at Planet 13 is a short rideshare trip from the Las Vegas Strip. You can purchase and consume cannabis on-site in a comfortable, supervised environment. Remember: you cannot bring in outside cannabis, and you cannot take unfinished products home.

Social Equity in Consumption Lounges

Nevada's consumption lounge program includes significant social equity provisions. Under NRS 678B.326, at least 10 of the 20 independent lounge licenses are reserved for social equity applicants — individuals who have been disproportionately affected by cannabis prohibition. Social equity applicants receive a 75% reduction in application fees.

Recognizing the challenges social equity applicants face in securing funding, real estate, and navigating regulatory requirements, the CCB voted unanimously in March 2025 to extend the application completion deadline to 2026.
