State License Fee Schedule
All cannabis establishment licenses are issued by the Nevada Cannabis Compliance Board (CCB). The following fee schedule applies to state-level licensing:

SB 277 (2023) reduced licensing and renewal fees by $1,000 to $30,000 for certain establishment types, effective January 1, 2024.
Nevada recognizes six cannabis establishment license types with application fees, initial licensing fees, and annual renewal fees set by the CCB.

License Type Details
Cannabis Sales Facility (Retail/Dispensary)

Authorizes the retail sale of cannabis and cannabis products to consumers. As of January 1, 2024, all adult-use dispensaries are deemed dual licensees — authorized to serve both recreational customers (21+) and medical patients (18+) without a separate medical license. Nevada has approximately 103 active retail stores, with roughly 79 in Southern Nevada and 30 in Northern Nevada.
Cannabis Cultivation Facility
Application: $5,000 | Initial License: $30,000 | Annual Renewal: $10,000
Authorizes the growing, harvesting, and packaging of cannabis plants. Nevada has 128 active cultivation facilities. Cultivators are subject to the 15% wholesale excise tax on the first sale from the facility, calculated on fair market value for affiliate transactions.
Cannabis Production Facility
Application: $5,000 | Initial License: $10,000 | Annual Renewal: $3,000
Authorizes the manufacturing of cannabis concentrates, extracts, edibles, tinctures, topicals, and other cannabis-infused products. Nevada has 100 active production facilities. Under SB 25 (2025), the State Fire Marshal can now inspect and regulate production facilities for fire safety.
Cannabis Distribution Facility

Authorizes the transport and wholesale distribution of cannabis products between licensed establishments. Nevada has 46 active distribution facilities. All transport must be tracked through the METRC seed-to-sale system.
Independent Cannabis Testing Laboratory

Authorizes the testing of cannabis and cannabis products for potency, contaminants, pesticides, and other required analyses. Nevada has 8 active testing laboratories. Testing labs must be independent — they cannot hold any other cannabis establishment license type.
Cannabis Consumption Lounge — Retail (Attached)

Authorizes an existing dispensary licensee to operate a consumption lounge attached to or adjacent to their retail store. Up to 40–45 retail consumption lounge licenses were planned. Customers may only consume products purchased within the lounge, and no alcohol or gambling is permitted on premises.
Cannabis Consumption Lounge — Independent (Standalone)
Application: $10,000 | Initial License: $10,000 | Annual Renewal: $10,000
Authorizes a standalone consumption lounge not attached to a dispensary. Up to 20 independent licenses were planned, with at least 10 reserved for social equity applicants who receive a 75% fee reduction. The CCB extended the deadline to 2026 for social equity applicants to complete their applications.
Local Jurisdiction Fees
State licensing fees are only part of the cost. Local jurisdictions add their own fees on top of state requirements. These vary significantly by city and county:
- Las Vegas: The cannabis dispensary origination fee alone is $75,000, plus annual business license renewal fees
- Henderson, North Las Vegas, Reno, Sparks: Each has its own fee schedule for cannabis business licenses and special use permits
- Unincorporated Clark County and Washoe County: County-level fees apply for businesses outside city limits

Medical-Only Licenses
As of January 1, 2024, no new medical-only establishment licenses are issued except in jurisdictions that prohibit recreational cannabis. SB 277 (2023) deemed all adult-use dispensaries as dual licensees, eliminating the need for separate medical licensing in most of the state.
